Carbon audits possible for UK households

Tony Blair has stated that individual households may be audited for the carbon emisions. Apparanlty the goverment was looking at the idea, with the idea that it would convince more people to take carbon-reducing measures in their own homes.  It alls sounds like political posturing to me, especially when he went on to say that how he had installed low energy light bulbs at Downing Street and turned the thermostate down by one degree. (In the middle of summer, hardly a big saving!) These are measures that a lot of people know about and even do already.
